Internal appeal procedure the Netherlands
In the Netherlands, the board of an institution may lodge an appeal against a final NVAO decision. This procedure is governed by the Dutch General Administrative Law Act (AWB) and the AWB-NVAO appeals procedure regulations. NVAO decisions after appeal are open to appeals with the Administrative Judicial Division of the Council of State.

To appeal a decision, a stakeholder needs to lodge an appeal in writing with NVAO. The timeframe for lodging appeals is six weeks. In principle, the appeals processing procedure involves a hearing.
NVAO will make a decision within twelve weeks following receipt of the appeal. A decision after appeal may be held over for a maximum of six weeks. Such will be communicated in writing.
NVAO has set up an advisory committee for appeals as referred to in Article 7:13 of the Dutch General Administrative Law Act. The appeal procedure is governed by the Dutch General Administrative Law Act (AWB) and the AWB-NVAO appeals procedure regulations.
NVAO decisions after appeal are open to appeals to the Administrative Judicial Division of the Council of State. The timeframe for lodging appeals is six weeks. Pending an internal and/or external appeal procedure, the competent administrative judge may be requested to make a provisional decision if, considering the interests at stake, immediate urgency so requires.
